Directorate of Elementary Education (DEE), Assam has released a notification for the recruitment of 3941 vacancy of Assistant Teacher of LP Schools and Assistant Teacher, Science Teacher, Assamese Language Teacher and Manipuri Language Teacher of UP Schools under the Directorate of Elementary Education, Assam. Eligibility Criteria for DEE Assam LP UP Teacher Recruitment 2020


Assistant Teacher (LP):

(a) Senior Secondary (or its equivalent) with at least 50% marks and 2-year Diploma in Elementary Education (by whatever name known).

OR
Senior Secondary (or its equivalent) with at least 45% marks and 2-year Diploma in Elementary Education (by whatever name known) in accordance with the NCTE (Recognition Norms and Procedure), Regulations 2002.

OR
Senior Secondary (or its equivalent) with at least 50% marks and 4-Year Bachelor of Elementary Education (B.E1.Ed.)

OR
Senior Secondary (or its equivalent) with at least 50% marks and 2-Year Diploma in Education (Special Education)

AND

(b) Passed in Assam TET for LPS, conducted by Elementary Education Department, Assam.

Assistant Teacher (UP):

Graduate from the UGC recognized University and 2-year Diploma in Elementary Education or B. Ed. or D. Ed. (Special Education) or B. Ed. (Special Education) and passed in Assam TET for UPS conducted by Elementary Education Department, Assam.

Science Teacher (UP):

B. Sc. from the UGC recognized University and 2-year Diploma in Elementary Education or B. Ed. or D. Ed. (Special Education) or B. Ed. (Special Education) and passed in Assam TET for UPS (Science and Mathematics) conducted by Elementary Education Department, Assam.

Assamese Language Teacher:

Graduate from the UGC recognized University having Assamese as one of the subjects and 2-year Diploma in Elementary Education or B.Ed. or D.Ed. (Special Education) or B. Ed. (Special Education) and passed in Assam TET for UPS conducted by Elementary Education Department, Assam.

Manipuri Language Teacher:

Graduate from the UGC recognized University having Manipuri as one of the subjects and 2-year Diploma in Elementary Education or B.Ed. or D.Ed. (Special Education) or B. Ed. (Special Education) and passed in Assam TET for UPS conducted by Elementary Education Department, Assam.


Age: A candidate must not be less than 18 years of age and not more than 40 years for unreserved category, 42 years for Ex-Servicemen, 43 years for OBC/ MOBC and 45 years for SC/ST(P)/ST(H) and 50 years for Persons with Disability (PwD), as on 1st January, 2020 as per Govt. Office Memorandum vide No. ABP.6/2016/51 Dated 02.09.2020. This relaxation shall be applicable only to those candidates who have attained the necessary educational or other qualifications prior to crossing of their existing upper age limit of 40 years.
Pay:


Assistant Teacher (LP): 
Pay Band - 2 (PB-2) @ Rs. 14,000/- to Rs. 60,500/- plus Grade Pay and other allowances as admissible as per “The Assam Service (Revision of Pay) (Amendment) Rules, 2019”

Assistant Teacher (UP): Pay Band - 2 (PB-2) @ Rs. 14,000/- to Rs. 60,500/- plus Grade Pay and other allowances as admissible as per “The Assam Service (Revision of Pay) (Amendment) Rules, 2019”.


Other Criteria for DEE Assam LP UP Teacher Recruitment 2020


1. The Language-I of the Assam Teacher Eligibility Test (ATET) of the candidate shall match the medium of the school. wherein the candidate wishes to apply. As for example, if a candidate wishes to apply in an Assamese Medium School, the candidate must have Assamese as Language-I in the Assam TET. Likewise. for Bodo/ Garo/ Bengali/ Manipuri/ Hindi/ Hmar etc. language schools, the candidate must have Bodo/ Garo/ Bengali/ Manipuri/ Hindi/ Hmar etc. as Language-l in their Assam TET conducted by Elementary Education Department, Assam.

2. The Criteria-1 will come in force in case of Assistant Teacher of LP School and Assistant Teacher, Science Teacher of UP School.

3. The Criteria-1 will not come into force in respect of Assamese Language Teacher and Manipuri Language Teacher of UP Schools.

4. The Merit List will be separate for each district and category.

5. There will be reservation/ relaxation for Economically Weaker Sections (EWS) as per Govt. notification vide No. ABP.O7/ 2019/ 4 Dated 10.04.2019.

6. The Online Application and documents submitted by the candidate will be verified using modern technology with the help of DigiLocker, Govt. of India and by scanning Barcode or QR Code for ensuring genuineness of the uploaded documents as wall as by back office verification with the competent board/ council/ authority. But the authority if desires may conduct physical document verification at any point of time with proper notice.

7. The candidate must ensure genuineness of all the information documents uploaded against the online application and he/ she will be solely responsible for the information/ documents uploaded against his/ her online application. Once uploaded there will be no scope of correction in respect of the credentials submitted by the candidates. Any discrepancy wilt lead to cancellation of the candidature.
 

8. The candidature will be cancelled forthwith, if any kind of fraudulence/ discrepancy regarding any information’ documents uploaded by the candidate is established by appropriate authority at any point of time. The candidate will also be barred trom taking part in any Govt. recruitment process in future and subsequent legal action will also be initiated against such candidate.

9. The regular teachers working in LP School are not allowed to apply in any posts in LP Schools and regular teachers working in UP Schools are not allowed to apply in any posts in UP Schools. However, only regular LP teachers if otherwise eligible may apply in UP Schools through proper channel.

10. In conformity with the “Rights of Persons with Disabilities Act, 2016" and in compliance to the Elementary Education Department, Govt. of Assam letter No. PMA.160/2018/ 176 Dated 2nd November. 2018; it is specified that the reservation for persons with disabilities will be as follows:
A. 1 % for blindness and low vision
B. 1 % for deaf and hard of hearing and
C. 1% for locomotor disability including cerebral palsy, leprosy cured, dwarfism, acid attack victims and muscular dystrophy.

11. A candidate can apply in one post in one district. Not following this criterion will lead to cancellation of candidature forthwith.

12. The candidate who has completed the 18-month D. El. Ed. course from the NIOS (ODL) will be treated at par and equally with the other candidates who have completed the 2-year course for the purpose of this recruitment process.

13. The candidates having qualified in Assam TET for LPS and Graduation with at least 50% marks and Bachelor of Education (B.Ed.) can also apply for the post of regular teacher in LP Schools but the person so appointed as a regular teacher shall mandatorily undergo a six-month bridge course in Elementary Education recognized by the NCTE within two years of such appointment as regular teacher. This is in conformity with the Notification No. NCTE-Reg! 012/16/2018 Dated 28/06/2018 of the NCTE.

14. There shall be reservation for OBC/MOBC/SC/ST(PY/ST(H)/ PwD/ Women/ EWS/Ex-servicemen etc. as per existing Government Rules.


How to apply for DEE Assam LP UP Teacher Recruitment 2020


The eligible candidates shall apply online in the official website of DEE, Assam, i.e. www.dee.assam.gov.in from Midnight of 12.09.2020 to Midnight of 26.09.2020

No offline application will be accepted in this regard.

The candidates who submit online application will be able to select district, medium of school and category of post through the official website of DEE. Assam, i.e. dee.assam.gov.in using their registration details at a later stage which will be notified in due course of time.

Documents required to be uploaded in colour:

* Passport Size Photograph.

* HSSLC Mark-sheet and Certificate.

* Degree Mark-sheet and Certificate.

* DElEd/ BEd Marksheet (1st Year & 2nd Year) and Certificate.

* Caste Certificate (in case of SC/ ST(PVST(H)/OBC/MOBC).

* Certificate NCC (Only B or C Category only), Sports & Cultural (if represented state at National Level).

* Certificate and Mark sheet of Assam TET.

* Candidates with disabilities will have to enclose certificates of disabilities issued by Govt. authority.

* Certificate of Economically Weaker Sections (EWS) issued by appropriate authority.

* Certificate of Ex-servicemen issued by the Director, Sainik Welfare Board.

* Scanned Signature.

Note:

- Candidates should be cautious while submitting the online application as once the online application is submitted against a particular Roll Number of Assam TET examination, they will not be allowed to submit the online application for second time.

- After submitting the online application, the candidates will get a Unique Number against the submitted application and will keep the printout of the unique Number for all future references.

- Canvassing directly or indirectly will lead to cancellation of candidature.

- The office will not be responsible for any lapse in submission of online application due to any technical problem.

Earlier, this scheme was initiated and managed by Dept. of Industries & Commerce, Assam; but this year (2020), the said scheme will be implemented by State Finance dept., Govt. of Assam with the help of other nodal agencies. 

Initial terms and conditions of this scheme was different under this scheme; but this year the entire scheme has been rejuvenated to meet the current situation and needs of the society.

Objectives of SVAYEM Scheme 2020


- To generate employment opportunities in rural as well as urban areas through setting up of new ventures as well as growing existing ventures.
- To provide financial assistance to micro and small business entities engaged in the manufacturing, trading and services sector.

- To provide financial assistance for enhancement of income level of traditional artisans ensuring sustainable growth.

Eligibility Criteria for SVAYEM Scheme 2020


All the applicants must fulfill the below mentioned criteria to become eligible for the SVAYEM Scheme Assam:-

a) Applicant must be a permanent resident of Assam state.

b) The age of the applicant must be less than 40 years.

c) He / She must have passed matriculation.

d) The applicant should be a part of the existing Self Help Groups, Joint Liability Groups etc. before 1 September 2020.


Benefits under SVAYEM Scheme 2020


- Rs. 50 thousand will be provided as a seed money to each individual under the renewed Swami Vivekananda Assam Youth Empowerment (SVAYEM) Yojana.

- While the groups with five members (Rs 50,000 per head) would be entitled for Rs 2.5 lakh, groups with 10 members would be entitled for Rs 5 lakh and so on with the maximum limit for members being 20.


- The total budget of the scheme is Rs. 1000 crore which will be given entirely from government funding. The beneficiaries would include all members of self help groups, joint liability groups and other such groups and federations that have organised themselves for entrepreneurial projects.
